I know most artist are using PS or similar progs to ink. But honestly, I'm not a fan of inking on computer, the only mouse based techniques I know are slow going and tend to force me to concentrate on the screen for much longer than I tend to like. I can't afford a drawing tablet, so that leaves better pens as my only option.
What are the best drawing pens out there? I need something that doesn't bleed much and can draw very thin lines but haven't had much luck so far. If any of yall have experience with inking and could point me towards a good brand I'd greatly appreciate it. >.<

one thing you should whatch out for is the colors, some of them bastards have a slight hint of blue sometimes, but if you scan in grayscale, it s all good.

I've tried to do digital ink and it just feels weird drawing on one surface and having lines appear on another; I think I'll need a Cintiq or something like that before I'll feel comfortable with that stuff.

Looks like we're mostly on the same boat here.
The problem with microns is you're going to go through them a lot faster than, say... a Pilot Precise. Microns aren't ink pens, they're technical markers and as such come with a few quirks that actual pen-pens don't. Namely their nibs can get "soft" or "fuzzy" once broken in... you'll find that after regular use, a .05 (what I use) has mutated into a 1, a 2, or a brush.
They're a smidge on the not-cheap side and come in colors other than black. And you can buy them on the interweb if you can't find them locally.
While you're at it, consider the paper you're using - bristol's more expensive than copier paper, but it's also thicker and will hold up much better to eraser mutilation.
(that's what I meat-art with. I still digitally reink all of my pr0n in photoshop, as I ink like I have parkinson's.
